What is the difference between Roman Catholic and Eastern Orthodox Catholic?

The Roman Catholic holds that the Pope is the spiritual successor of St. Peter. Part of the dogma is papal infallibility, which allows the Pope to state the Church's position on certain issues, rather than merely referring back to the Bible. Basically, as the successor of St Peter, the Pope can use papal infallibility to state outright what the Church's position on controversial issues is.
